Western Angmar, known to the inhabitants of Angmar as the 'Industrial Region' due to the simple fact that the entire landmass of the region is covered in Mines, Furnaces, Smithies and other industrial locations, not just for metal creation and usage but for wood (an unusually rare substance in Angmar due to it's history and proximity to Mountainous terrain. This area is where metal is mined, smelted and smithed into armour, weapons and other war equipment such as cogs for catapults and spiked collars for wolves. The workers are orcs, supervised by men, the descendents of those who worked in the old Angmar's industrial areas under the Witch-King's command.
These men are in turn commanded by one taking orders directly from Khamûl. Sometimes this is a Nazgûl, sometimes a corrupt Wizard or sometimes another of Khamûl's more powerful underlings.
