Angmar was originally established as a nation around the year 1300 and was ruled by it's creator, the leader of the Nazgûl who was later named the Witch-King of Angmar due to his great power and his position. The Witch-King built a huge Fortress-City called Carn Dûm and made it his Capital. There he resided with many of his minions, Orcs, Corrupted Men and Trolls were all among some of the residents of the great Fortress-City. The Witch-King rapidly built an army and began to take over the successor Kingdoms of Arnor. However, after being finally stopped by a crushing defeat at the Battle of Fornost in the year 1975, the Witch-King fled Angmar, abandoning Carn Dûm and the rest of the nation. The previous Capital of Angmar was then destroyed by the enemies of the Witch-King, and it remained in ruins until the beginning of the Fourth Age.
Shortly after the defeat and destruction of Sauron, the Nazgûl named Khamûl, once the Second-in-Command of the Nazgûl and their leader after the fall of the Witch-King, arrived in Angmar and organized the men, orcs, trolls and others living there, turning the land of small unorganized colonies and villages of many different races into a single unified nation.
Once he had accomplished this, Khamûl set about rebuilding Carn Dûm and the other great cities and fortresses of Angmar. Whilst doing this, he called the other Nazgûl to him and ordered them to seek out other nations and beings that could be willing to aid him, preferably those that had been allied with Morder under Sauron's rule. The Nazgûl obeyed - the Rings that gave them their power also bound them to their leader in such a way that they could not have disobeyed even if they had wanted to - and thus they sought out those that would join Khamûl out of lust for power, or out of fear, or even because they still supported Sauron and saw Khamûl as he saw himself; 'The Heir of Sauron'.
