When gimli left The Heaven Dreams Inn, he gave orders to dig a tunnel to minas tirith. Gimli had many dwarven friends in Osgiliath, so they could do it, with some help. He also said that they should make a hidden little tiny city in the tunnel with a hidden entrance. So when he arrived at Minas Tirith, his friends and the soldiers was almost finished doing the tunnel, and the hidden city was done. The entrance to the tunnel was from inside the Army Training Grounds.
