In the event of absent rulers...

What happens if you want to live somewhere, and say the ruler you should ask is not around? Can any-one, in theory, live anywhere, without asking? I always think it's more polite to ask first, but if the ruler isn't around , can you set up a home thread for yourself? or get Admin to?
Obviously some people belong in certain places, Aragorn=Gondor, Legolas=Mirkwood, Elrond=Rivendell, but if your character , like mine, is not affiliated to any particular land, what d'you do? I want to build a castle in Arnor, you see.

well you can live where ever you want technicly.... but some countries you have to buy the house to live there or be part of it. If i doesn't have a house for sell go ahead and live with it. (this a mod)

Edit: a castle eh? who'se going to build it for ya? I bet you can ask an admin if u want a castle.
